Tony Warner founded Warner Construction Consultants, Inc. in 1981 as a multi-disciplined construction industry consulting firm. Warner’s team of experienced architects, engineers, construction managers and litigation experts have provided unparalleled services on some of the world’s most complex projects and disputes. Mr. Warner is a recognized expert in the field of CPM scheduling and delay analysis. He has participated in the planning and scheduling of more than 500 projects, valued in excess of $5 billion and testified as an expert on numerous occasions throughout his career. Mr. Warner’s project experience ranges from a single family residence to a $500 million manufacturing facility expansion program, which included the construction of approximately 20 major structures. He has prepared design schedules for architects, pre-bid schedules for owners, a variety of pre-construction schedules for general contractors, subcontractors and construction managers and has helped establish construction terms and milestone completion requirements for both architects and owners.

Mark Anderson is Warner’s Executive Vice President and Chief Operating Officer. Mr. Anderson oversees all of Warner’s service lines, marketing and business development as well as strategic planning and implementation.
Mr. Anderson has over 25 years of extensive experience in the preparation, analysis and resolution of construction claims and disputes, both internationally and in the United States. His clients include many of the world’s largest and best known participants in the construction industry. Mr. Anderson has testified as an expert in the areas of CPM scheduling, delay analysis, and cost and damage analysis in various forums, including the US Court of Federal Claims, the Armed Services Board of Contract Appeals, and the US District Court, as well as before arbitration panels, mediators and dispute review boards.

Gail Ellison is Warner’s Vice President of Corporate Administration and Human Resources. As a Human Resources Generalist, Ms. Ellison oversees the administrative and human resources functions of Warner’s domestic and international operations. As a seasoned professional with a diverse background in management and administration, her knowledge base includes employee relations, immigration and labor law, design and implementation of benefit programs, recruitment, and performance management.
Ms. Ellison has been instrumental in the development of several programs that directly benefit Warner employees including an employee self-assessment evaluation to enhance the performance management process; an education benefit program to promote continued personal and professional development; and an employee referral program. She has spearheaded the creation of Warner’s first “paid time off” program to support an employee’s work/life balance and an affirmative action program to identify, recruit and retain quality employees.
Ms. Ellison holds professional memberships in both the local and national level of the Society for Human Resources Management. She is also a member of Lerch Early & Brewer, Chartered, First & Foremost Group, a select body of human resource professionals in the DC Metro area. Prior to joining Warner, Ms. Ellison was the HR Manager for the Washington, DC office at Hill International, Inc.

Mike Harris is a licensed professional engineer and attorney with over thirty years of construction industry experience including the last sixteen years specializing in construction delay and disruption, loss of efficiency, acceleration and termination disputes. Mike’s prior construction experience includes responsibilities as an on-site inspector, scheduler, field engineer, project manager and scheduling/estimating department manager. He has prepared detailed master schedules, reviewed technical submittals, developed cost estimates, performed constructability reviews and managed the construction of large projects. Clients have included Boeing, Bechtel Power Corporation and Siemens Transportation Services, where he provided comprehensive discovery services and schedule analysis for communications command and control centers, nuclear and cogeneration power plants, and heavy rail passenger transportation facilities.
Mike has been qualified and testified as an expert in CPM Scheduling and construction management in various forums, including the USPS Board of Contract Appeals and Florida Circuit Court.

Mr. Bush is a licensed professional engineer, attorney, and CPA with over 30 years of experience in the avoidance, resolution, and management of construction claims, construction and project management, and quality control and risk avoidance. After gaining experience with construction claims while working for a general contractor, Mr. Bush began focusing his expertise on claims in the mid-1990s and now has significant experience on United States Federal and State government claims as well as international claims with specific expertise in the Middle East. Mr. Bush’s experience includes highways, bridges, government office buildings, concert halls, academic buildings, hospitals, hotels, housing, water and waste water treatment plants including collection and distribution, steam and power generation.

Apirath Prateapusanond is an international construction management consultant with 14-year experience in dispute resolution and project management on mega construction and property projects such as the Big Dig project in Boston, GSA Office Building and U.S. Courthouse in New York, Enron Power Plant in Puerto Rico and Ronald Reagan Building in Washington D.C. She is a schedule expert witness on Samut Prakarn Wastewater Treatment Plant Project in Thailand. Mason Bradshaw is a seasoned construction executive with over 22 years of experience within the real estate development and construction industry. He has experience as a general contractor, development manager, construction project manager, and mechanical electrical plumbing (MEP) subcontractor, on projects both large and small throughout the East Coast.
Mr. Bradshaw has served as the Project Construction Manager/Owner’s Representative on multiple large scale condominium and hotel resort complexes throughout South Florida including the $400 million, 51-story Jade Beach Luxury Condominiums in Sunny Isles Beach, Florida. On Jade Beach, Mr. Bradshaw had complete responsibility for the project from initial entitlement, design development and construction including installation of furniture, fixtures and equipment through successful project closeout and turnover from the general contractor. As a result, the project is currently 100% “sold” and the loan fully retired. Tony Manning is a seasoned construction industry professional with over 30 years of experience providing general contracting, construction management, real estate development, claims consulting and management advisory consulting services. His experience includes projects in the commercial mixed-use (office/retail), residential multi-family, institutional (government/detention), municipal, hospitality, healthcare, corporate office, transportation, K-12 and higher education, and manufacturing/industrial sectors. His experience with project contract delivery systems include stipulated (lump) sum, single prime, multi-prime, construction management (agency and at-risk), design-build, fast track, cost-plus-a-fee, and surety contract default takeover.
Mr. Manning was also Director of Construction Management of Development for a 1300-acre NC coastal boating community with a $100M capital budget and was responsible for design coordination/oversight, procurement and construction of community infrastructure, power, data/communication grid/network system, storm and sanitary re-claim water management, and coastal/wetlands area coordination, preservation and management.
Additionally, as a claims consultant Mr. Manning has provided claims analysis and preparation including numerous expert reports and expert testimony for deposition, mediation, and arbitration proceedings. Claims consulting work has included institutional, civil, and highway projects. Part of the claims consulting services provided to various clients has included both contemporaneous and forensic analysis, evaluation, assessment, schedule and monetary impact, and reporting on project changes.
