CPM Schedule Technician

Senior Lead Estimator

Job Title: CPM Schedule Technician

Position Summary

Warner is accepting resumes for a CPM Schedule Technician. The position will support the development and implementation of best practices in project controls as an integrated part of the Program Management Support Services. The successful candidate will be client and quality oriented, possess strong verbal and written presentation skills, capable of communicating at multiple levels of management, both internal and external, with demonstrated ability in achieving the overall project objectives. 

 Responsibilities: 

The CPM Schedule Technician, reporting to the Project Controls Manager/Scheduling Manager is responsible for the timely review and analysis of all contractors’ monthly schedule updates, schedule claims, fragnets, requests for acceleration, and the proactive development of schedule alternatives to ensure the project is completed as efficiently as possible.   This review and analysis will require interfacing with design, Right-of-Way (ROW), procurement, construction, and startup teams to be familiar with the various project aspects, their inter-dependencies and “causes” and “effects” of any schedule delay issues. 

 Duties include, but are not limited to: 

  • Review the design and construction drawings and plans, analyze and develop detailed project schedules using standard coding and work breakdown structures (WBS).

  • Determine and analyze critical paths of a CPM schedule.

  • Conduct schedule performance reviews. 

  • Participate in constructability and risk analysis.

  • Generate graphical and tabulated reports in order to demonstrate and analyze contractors’ performance and progress.

  • Provide specialized schedule services, i.e.; develop what-if scenarios, conduct time impact analysis, support contract and change management teams, generate weekly, monthly and quarterly schedule reports.

Training and Experience

  • 6-8 years minimum experience is required.

  • Extensive knowledge of CPM based scheduling for heavy civil/transit projects required.

  • Proven understanding of Time Impact Analysis (TIA), scheduling claims and delay analysis are required skills.

  • In-depth experience with Primavera (P6), Acumen Fuse and similar databases and an advanced working knowledge of MS Office applications are required.

  • Verbal and written communication skills are essential.

  • A BS degree in engineering or related discipline is required.

Job Title: Senior Lead Estimator

On-Site Position: Herndon, VA (No Relocation Allowance)

 Position Summary         

Warner has an immediate need for a Senior Level Estimator position with a strong emphasis on Rail/Transit design and construction.  This person will provide support on a mega design/build rail/transportation project in the Washington, D.C. Metro area.  The Senior Lead Estimator will be part of the Project Management Support Services (PMSS) team and will have full responsibility for assigned cost estimates in support of the Program for design, construction and contract requirements.

Duties include, but are not be limited to:

  • Manage scope development of changes and contract requirements, and define the estimation scope.

  • Coordinate with all disciplines (engineering, contracts, etc.) and actively lead the effort required to estimate the cost of changes and other contract requirements.

  • Develop estimates for professional services, as well as labor, material and equipment costs for changes related to the new rail, station, wayside facilities and road highway projects using templates according to project procedures.

  • Follow all Federal guidelines and procedures, including contract requirements and internal procedures in documenting the bases of estimates, vendor pricing, etc.

  • Be involved in all aspects of cost estimating, from the change inception to execution; Rough Order of Magnitude estimates (ROM’s), Independent Cost Estimates (ICE’s), and Cost Analyses (CA’s).

  • Support negotiations and scope review meetings with contractors if needed, and lead cost estimating discussions to resolve differences.

  • Present and defend estimates for management reviews.

Training and Experience

  • 8-10 years of experience required, BA or BS degree is a requirement.

  • The ideal candidate will have extensive estimating experience in Public Transportation and will have a BA or BS degree in a related field. A general estimating background and experience in all divisions critical.

  • The requirements of this position include a minimum of 5 years of Heavy Highway and/or Rail/Transportation cost estimating experience.  Position requires an excellent track record in customer service and proven collaborative management skills.
